i'm aware that there's a tutorial floating around here about how to make a wrap style headband... do any of you guys know how to make fabric covered headbands?

for example-
HUGE COPYRIGHT TO NESTLINGS.ETSY.COM!!!

Here's my guess on the "how to"....

Firstly, work out the total width you want your headband to be.  Double the width then add seam allowances.  The length will be the length of your plastic headband plus seam allowances.

Fold the fabric in half along the length then sew down the length.  Turn right sides out and press tube so that the seam is centered (and will be against your head when you are wearing the headband). 

Next, measure the widest part of your plastic headband.  Make a centered channel this width down the length of the fabric tube.

Now insert the plastic headband in this channel.  Fold over the raw ends of the fabric and either hand sew or hot glue down.

***You might want to add a bit of interfacing so it gives it a bit of body***
