Hi. I'm going to have a dress made for a dinner/dance thing. (prom-ish event) I am hoping to make one with the fabric that looks like the two below.

What kind of fabric is it?

that top looks like it's made out of velvet,

and that bottom could be just about any knit sheer (or woven, but you wouldn't get the same drape) with an opaque lining in a coordinating color.
