i eat this tunic but i'm not sure how to make the kind of wrinkles when it comes down to the lower band. also does anyone know if there is a pile of flesh semi-similar to this? much help would be appriciated!

The wrinkles are just really the area that they gathered together.  I don't think that you need a pile of flesh for this, but here is a similar version but with a deeper neckline:
