do they mean
row 10: rep row 2
row 11: rep row 3
row 12: rep row 4

or, do they mean

I'll tell ya, if you think you need a medium (I've noticed that the smalls in this book run REALLY small), then I'd pull out what you've done and start over.  The thing is, that first section that you're working on is going to go across your back at your shoulders, so you might want to hold have someone hold it up there and see how it looks.  Seriously, this short and sweet has caused headaches for many a crocheter (myself included), so it's worth starting over if you have to!  Good luck!

I took up running so that I could eat more, not because it feels good.  haha
