owalkerjillo-It was actually pretty quick and easy to make!
The black waist is removable. It's just a 7 1/2 wide strip of black stretchy fabric from an old pair of pants that I sewed in half, turned inside out, and sewed the ends shut.

Tutorial for Teal Tiered Dress with Black Waistband:

Trace the front and back of the top half and sleeves (if it had any) of a loose-fitting shirt. Assemble the pieces of the shirt and sew together with the original shirt as reference.

Hem the neckline and sleeves.

Cut out your tiers, they are all 7 inches wide. If you are taller, you can make them wider, or add extra tiers. The first one should be the circumference of the bottom of your top half plus 10 inches for gathering. Each tier after that is 4-5 inches longer (or longer if your want them more gathered. Using your longest machine stitch, sew along the edge of the top of each tier where the yellow line is, leaving long strings of thread on either side.

Pull both sides of the thread and gather the fabric to the same width of the circumference of the bottom of the top part of the dress plus 1 inch. With right sides facing, sew the tier into a circle with a 1/2 inch seam, along the red lines.
Evenly pin the tier to the top part and sew. Stitch around again to reinforce it.
Repeat the steps for each tier.

Hem the bottom of the dress. You're done! Now to the black waistband...

Waistband:
A-Cut a strip from a black (or any color) stretchy fabric 7 1/2 inches wide and your waist measurement (while wearing the dress) plus 2-3 inches.
B-Fold in half lengthwise, right sides facing and stitch down the edge, along the white. Use black thread though.
C-Turn right side out.
D-Fold in half widthwise, right sides facing, and sew along the edge. Turn right side out. Take it in more if it is too big.
E-Done!
