ok, ive never made clothes before in my life! i saw a skirt like this in rave girl...(pre-apologising for lack of ms paint skill)

ANYWAY i cant seem to find a pattern (or name for that matter) for that kind of skirt. its the regular elasticy-type stretch material on top for the waist band, then the fabric looks kinda like strips, but its all one piece of fabric... its kinda pleated, but not ironed down so its like flat, more flowy.

im so sorry i cant describe it, but im not a skirt person, and really want this one!

I think you are wanting a fairy skirt or a hankerchief skirt.Do you want this long or a mini?I made a few of these out of tulle for a rave a while ago.I just got tulle and cut the edge in long points.I made it to the lower thigh length.Heamed each point added wide elastic to the top.Voila.I like my poffy so I used twice the amont I needed.

not an up your butt mini, but the longest point (of the hangy down points) should be slightly above the knee, by about 4-5 inches aka: i should be able to bend over in a church vacation bible school w/o my butt showing.

http://gothfashion.info/diy.php  Here are some easy to follow directions for a handkerchief hem skirt.  It would give you four points on the bottom of your skirt.  You could either cut the edges more ragged or layer two skirts on top of each other.
