I really don't hhave a picture in my mind of what you are making, but I found that insulation foam works great and could look like icing (well, maybe more like frosting) if your application is on a larger scale.  My son was this for Halloween one year:

You get this stuff at the hardware store.  It dries a creamy yellow color and is also stiff when dry.

i hate that insulation foam.  our nieghbor (that i hate) decided to take it upon himself to put it at the bottom corners of our garage.  and now its a big tellow mess.  if you do use it, beware...it puffs up alot

1. I would recommend puff paint in white/pink/blue, etc.

What about hot glue and paint?  It will drip like frosting, and then you can paint it accordingly.
