The problem with allowing certain burned CD's and not others still has problems at the border.  If a package is searched and found to have a burned CD, they don't have time to research if every song on that CD is legally acquired.

Well, maybe they should take the time.  Assumed criminality is absurd.

So many things fail to interest us, simply because they don't find in us enough surfaces on which to live, and what we have to do then is to increase the number of planes in our mind, so that a much larger number of themes can find a place in it at the same time.

I've never heard of customs searching for burned CD's and I don't know where this came from. I asked for a cite showing this has ever happened, anywhere. Still waiting on that.

Thank you! That looks to me like a provision targeted towards shipments of black market pirated copies for resale. Has anyone ever heard of a customs agent using their powers to seize an individual disc?

Hey everyone. I'm locking this thread because it's starting to take up a lot of space and I think that there's already been enough back and forth about this.

For those of you who expressed disagreement...
I don't think the rules I came up with are irrational at all. And there is still an infinite number of things you can swap.

If you are really mortally offended by these rules, you can go somewhere else to swap.
