okay, first post 

so, my two uncles and my cuz are graduating this year and i want to wear some skirts to their ceremonies

and i was thinkin some thing like this:

can anyone give me some pointers on how to make it? most likely i'll have to sew it by hand.

<edit> does anyone have an idea of what kind of tops to wear with it?
