easy way would be to simply zig zag the ribbon throungh the open rings.  front to back from through first hoop back to front from bottom to top on second hoop and so on. Or another way would be to wrap wire top to bottom across hoops and thread ribbon like a belt buckle.   Does any of that make sense?
