This was a $3 skirt from the thrift store. I put a black piece of fabric through the loops of the skirt. Then I brought it up and tied it around my neck. I pinned the back, it made a nice ruffle. Then I added a flower to the neck tie. Took me about 30 minutes to do it all! Great for people who don't sew! Any thoughts?? Grin
