no it's not!  I wondered that too at first.
really, what kind of needle you use depends on the thickness of the vinyl.  The kind I used for this was pretty thin, and so a universal needle worked just fine.  If the kind of vinyl you use is thicker, you might need a denim needle.

it's just like making a regular bag, except some parts are made of vinyl and paper.

I made a new bag for school out of canvas.  The detailing is pictures from magazines sandwiched between vinyl.
