It wasn't really hard.
I took A LOT of fabric and then sewed a band around the top and bottom.
Afterwards I just picked random spots to tack it in place to make it look poofy. all you do is watch for where stuff should line up and put buttons on.
I don't really know how to describe it other than that. It was just an experiment.

That's good, I think it is very time period. Especially if you add a white short sleeved straight dress underneath.

I don't think I would care enough to make it though.
I would get bored halfway through, that's why all my crafts suck. I just rush through them.
