It probably means to zigzag the edges to catch the threads on the bottom.  Sometimes all you will do then is turn up and hem.  It helps to eliminate that ridge you see on the bottom.

I just read the pattern, your right, it doesn't make sense to inc. on the last row and then start decreasing.  I would just start my dec after that last row.

Can you bring your machine upstairs?  Use your kitchen or dining room table.  Take what you need for the project your working on.  I remember sewing on my kitchen table and taking it down at night and putting it in my bedroom.  It's a little more work, but at least you would be in a more creative in your home.
