zelda, if you don't feel like making one, check ebay. That's where we got our flower girl dress for our wedding and it cost about $20. Here's a blue one I found after a minute of searching (just search for blue flower girl dress) - less than $15 after shipping. Plus you can show the bride a photo before you buy it, so you'll know she'll be happy with it. Just a thought!
