It is probably *some* type of chiffon, though any soft slinky type fabric will do I think.  And yes you would be able to gather chiffon and you will also need a under layer of something else for coverage.  I would take some cheap material first to make a *dry run* with the dress and start by taking a long length for the front, cut the middle down the front for the halter, gather and then prepare a back and try on....then go from there.  Btw, it's a gorgeous dress!!
