Craftsters ALWAYS comes thru !!

I've done a search here and because I don't know what they're called, I can't find them    This is the closest category I could think of.

It's very very hot where I work. We've been putting wet towels in the fridge then tying them around our necks. Yikes, towels are tooooo tight. I know there is a more fashionable pack I can make. I've seen them at craft fairs.

I did find a realllly cute "ice cube necklace tut" here. But I can't find the cubes to make it with.

Anyone have a clue as to what I'm asking for?
