What's the pattern name or can you post more of the the pattern?  It doesn't make sense without more context.  You are allowed to quote portions of a pattern to get help.

I think it's asking you to inc 8 sts, but it's hard to tell without context (what pattern).

Do you have circulars?  You can do small diameters with circulars.  Videos of 2 methods here.

Sure you could. I'd knit back & forth flat for a while, then treat it like a giant short-row heel.

alternatively, you could use a 3-needle bind off instead of seaming. Smiley

if you want to have a graphic only on one side of the hat, intarsia's not the way to go unless you're planning to knit flat and seam up.  Intaria in the round is tricky.

Look into duplicate stitching or swiss darning instead.  These techniques are done after the knitting with needle & yarn.

Socks can be made with what ever method you wish. Smiley

There are a number of online sock tutorials, including one linked in the Knitalong section here on Craftster ('beginner sock' should find it).  Another good place to look is at the library.
