Funny you mention pingu, used to watch him when I was younger, so he's partially inspired by him, especially the flipper bits.

Words can't express how awesome these costumes are, and how awesome your daughter is for wanting to be a medic! I might be a little biased since I play medic, lol. Plus kudos on the medic/heavy combo, lots of people think medic/demo is the way to go, but it's medic/heavy all the way, then again I might be a little biased since my husband is a super awesome heavy  Grin
Great costumes, love the medigun beam with the crosses, and the stuffed Sasha (or is it a stuffed Natasha?)

It looks like the petal in your picture is flipped wrong side out. it's easier to crochet something small wrong side out, but be sure to flip it right side out or it will look funky. http://www.innerchildcrochet.com/resources/how_to_design/working_in_the_round.html This site has pictures down towards the bottom of the page of the right side and wrong side of crocheting in the round. Try flipping it right side out and see if it helps.

In some of those pictures they're still in retail packaging (i.e. they're not homemade or likely even hand made). If you really really wanted to make them just like the picture you'd need to use elastic for the top and bottom and a stretchy ribbon yarn (that's what it looks like at least), but since the seller is selling the headbands for 4 bucks with free shipping it'd probably be cheaper and easier to buy them.
However, crocheting your own flowers to go on them would be cute, lots of really neat crochet flowers:
