Yes, by one stitch it means the first stitch (the stitch closest to the tip of the needle).

Here are two tutorials I had bookmarked.  They were designed for knitters, but you can modify them for crochet use by using a lobster clasp instead of the jump ring.  Hope these help!   Smiley

To work the decreases evenly, use the following method:

*(K3tog, repeated 14 times), K2tog* repeat the pattern between asterisks 5 times

You will do a total of 70 K3tog decreases, which will decrease 210 stitches to 70.
You will do a total of 5 K2tog decreases, which will decrease 10 stitches to 5.
You will end up decreasing the 220 stitches to 75 stitches.
