I live in an apartment and don't have a washer/dryer. Do I need to use a washer to felt or can I do it in the sink?  Do I have to use laundry soap?

I found this pattern:

I'm stuck, it says:   

Knit 18 rows, positioning stitch markers during last round as follows:
28 sts. (for skull on front of bag) , marker, 12 side stitches, marker, 28 (for skull on back of bag), marker, 12 side stitches, then last marker.
The only problem is, I dont' know how to side stitch... is this slang for something else? Does anyone know what she means?
