I hope someone can will answer my question. I want to add a petticoat to a twirl skirt,,but need help in how to do that!! I have seen pictures of them and it looks like 2 separate pieces, one being the skirt and the other being the petticoat. But, are they really just one piece? How would I make it just one piece?
