It's difficult to tell from the pic whether it's a bunch of tubes or just one long one which has been pleated but I would go for the latter approach in the interest of saving time and frustration. You could just cut a strip about 8 inches wide and about 2.5 times the length of the skirt, stitch the sides together then turn it right side out for your tube. Then just press and pin irregular pleats, baste in place then stitch to the front of the skirt.
Am hoping to send tomorrow or friday, but may come under the wire on monday as I'm waiting on one teensey, weensey, little, itty, bitty thing to complete one of the projects.
