i suggest some heavy duty FUSIBLE interfacing...fusible meaning you iron it on...that should make it stiff enough...or if you want something stiffer...try some of that spray adhesive  (the purple can one works well) and some paper...i once needed something really stiff to put on my fabric for a clutch...and i found that worked great...stuck really well...

so spray adhesive and paper or heavy duty interfacing

i love the look of the beaded ribbon with the beads or sequins in the shape of flowers or a design...but if you are just doing a tank top, that wont require too much ribbon, so i suggest hand stitch it on then machine sew the ribbon to the top

when would sinups start because i can do it after the 15th of the next month i think...i also am starting school so i would much appreciate a long period between sinups and sendouts...sounds fun though...

my best guess would to be follow this cassette tape jacket journal tute except alter a little bit, like fold the cover so it has a binding type part...
