I'm looking for advice on how to add a fluffy mane to a doll. I was commissioned to crochet a small Growlithe plush--for those of you who aren't pokemon fans, this is Growlithe:

and I want to make him look something kind of like this:

I figure an actual fluffy mane would look a lot better than a lumpy crocheted one. However, I don't really know what material would be good for this task, any advice?
