If you use a padded strapless bra, you may want to test how fast it dries. Regular padding usually takes very long to dry.

I think it would be easier to add the hood to the pattern that has sleeves and further alter it to make it look more like the first pattern. They're both from the same brand, so if you're lucky, you might not have to change anything to be able to fit the hood of the first pattern to the second pattern. If you change the hood and make it in the fabric she wants, the second pattern will already look a lot more like the first. It's difficult to see because they used very different fabric in the examples.
Trying it out with cheap/left over fabrics wouldn't be a bad idea though.

To me it looks like this type of bra is knitted in a certain shape on an industrial machine. I don't think it will work out with normal stretch fabric, because it will not give the support.

Merckwaerdigh has some bustier patterns, some of them are standard sizes, others are for different cup sizes.
