i would LOVE to make this (the skirt that is..) for homecoming (for the fun of it!) but i'm not exactly sure how to...any ideas?

the caption the pictures say " super cute tutis (as we call it) piles of lined curling panels attached to a button-round waist band.yep! there's an underskirt too! all one piece! great for grocery shopping! "...I was thinking LIKE a circle skirt but with gathered tulle? eh? But if anyone has any suggestions i would GREATLY appreciate it!  thanks!!

Yeah, we used a pattern I think it was Simplicity 5767 (?) but i'm not 100% sure but it definitely is Simplicity, anywho thanks to everyone for the comments!! really appreciate it!

Hooray my FIRST post, exciting Anywho, this is my homecoming dress and sorry about how "choppy" i guess the picture looks hope you all like it :)the dress took three days to complete and my mom helped A LOT but, next time i want to get better to where I will be doing the WHOLE dress myself yep...
