I had the same problem, then I tried laser hair removal.  It can be pricey, but even after 1 treatment I had less hair and no more red bumps! I've gotten a few treatments now and shave the few hairs that come back now about once a month.

If that doesn't sound up your alley, I would recommend exfoliating the area a few times a week, I liked the idea of the witch hazel too.

Otherwise waxing might help.
