Happy birthday in advance! A year or two back, my best friend threw a dance party.
As far as food...Serve things in miniature

! Miniature kebobs (pieces of hot dogs with a piece of pepper and maybe a little bit of lettuce on a toothpick.) It probably sounds really stupid, but people love how cute and even proffesional they look.
Set up a bar! Of course nix the alcohol, but you can have all sorts of fun with sodas and juices. Mix sprite and coke and call it "Angels and Devils". Put together orange juice, seven up, and seltzer and call it "Bubbly Delight!" My favorite would have to be what my friend actually did, which was mix all of the drinks and call it "Suicide Punch."

You can even wet the top of the glass and dip it in sugar before hand.
As far as decorations Ok, this might sound a little cheesy, but guests really can entertain themselves for hours with a strobe light. You can get a fairly simple on from somewhere like Party City, and then you can put it in the middle of the room on a table or something.
You want to make sure that there is space to dance, and I would even suggest getting rid of chairs and couches. Instead set up a small air mattress in a corner, and prop some huge pillows up along the sides. This creates a very fun atmosphere to make a "floor couch" as such, because people just can't be wallflowers with such a fun seating area

!
Extra tipNot everyone is going to want to dance non-stop, so set up a tv by the floor couch. People can take a break and watch a fun movie like "Dude, Where's my Car?" or you can flip it to MTV and hook it up to the stereo for dance music and visual entertainment at the same time.
