Ok so I'm determined to make a dress, and not just any dress, but one thats as close to these 2

as possible.

I'd like to be able to wear it formally, but I'm not quite sure what fabric I should be looking into getting in order to make it.

Could someone with clothing experience please give me some advice fabric-wise?

I've got a pattern for the top that has slightly wider straps/sleeves that shouldn't be too hard to modify, and there are a zillion tutorials here for circle skirts that I can use. Chances it could work with the right material? Any advice is emphatically welcome...

Wow this dress is amazing! How did you do the skirt for this/what is it called? I have a similar shaped store bought dress but I haven't been able to figure out how to make the skirt. I'm brand new to all things sewing as you can probably tell.
