Can't you use it as both? some elastic around the top to keep it in place as a skirt or strapless dress, worn with a belt or ribbon at the waist to give more shape.

I second that!!  These look so comfy -- who cares what size they need to be?  Treat yourself.

I have question... looks like you didn't stitch around the leg openings -- have you washed these at all?  Do you plan to stitch there, or do you think it will not unravel?  I made some similar ones, but used elastic, and they are pretty bulky.. for my next attempt I was going to try something just like this, but I'm worried that they will come all apart when I wash them.
