I was told to put my serger on a gardening knee pad to help absorb the vibrations.  I'm not sure if your machine can sit on top of anything, but they seem to be fairly cheap and stable. . .although, it's not quite gardening season anymore.

Try tacky glue.  It is thick white (dries clear) glue that comes in a bottle that's specific for fabrics and other crafty items.  I don't believe you can wash it, but that doesn't seem too important for you.  You can get it at any craft store.

I got my pan at Target on clearance for about $10.  With two batches of funfetti cake mix and one giant container of frosting, I made 1 giant cupcake, 9 regular cupcakes, and 12 mini cupcakes. I had to do some minor trimming on the cake, but it's rather sturdy.

I made one a few months ago to take on a trip to London.  While it did carry everything I needed on my daily adventures, I really wished the handles were longer [5 inches should have done the trick].  Over time, the bag has become more compact and slouchy, which does fix the handles being too short problem.  I used home decor fabric as well [for the inside and outside] which gave it a wonderful weight.

basically you make the skirt again, only in a plain fabric. then you sew them together (wrong sides facing together) at the waist. this also hides the seems of your skirt, making the inside look much neater. you can hem them together or separately and tack them together every couple inches. you can also make your lining a few inches shorter, to make sure it doesnt show when you sit down.

they also make actual lining fabric that JoAnns sells for around $1.50 or so, although it gets to be a tad difficult to sew with at times and unravels like there is no tomorrow.

make a lining to the skirt out of muslin. i believe the skirt pictured said something about a cotton lining. lining's aren't hard to make and your skirt won't be see-through.

definitely install the snaps before you put the lining and outside together, just make sure they line up correctly and that you have enough space to sew around it.

you can buy them at hobby lobby or any shoe/purse repair shop.

depending on how strong they are, you might want to put some plastic/vinyl behind the fabric before you put backs on.  i put some in a purse of mine and it eventually ripped the fabric.
