For those who requested it, here is the tutorial (click on thumbnail for the bigger version). Sorry it took so long. The measurements given are what I used for my cats tie. He is an Exotic (shorthaired Persian) so probably has a thicker neck than most cats.

Here's a ruffle skirt I made from a t-shirt that was too big for me.

I'm not sure if I really like how it turned out or not.

I had some leftover shiny dot fabric from a top I had made, so I made a bowtie for my cat Madison.

I also made him a regular tie, again from scraps of fabric.
