so here's my 2 cents, all the advise you got is good I'm not sure what the limits are in elements 7 but i think you can use more blending on the skin tones ad some noise under filters and then a small amount of Gaussian blur [POW!].

 Add some more dept to the eye's good way of doing this is to draw a skull on a new layer to help you figure out how the eye sits in the eye socket [BOOM!].

 Now with a small size brush draw white highlights on the eyes lips and nose, use the apples on the lower right for reference [KAPLOW!] and to top it off try to stay away from using the burn tool a lot, natural colors always work best.  Cool if your using a photo to draw this image try putting it next to your drawing and constantly look back and forth at both images to help you figure out what you can do to fix little problems. [OH SNAP!]

play with them all!! Oil pant can coast more but drys slow, acrylic normally drys fast so you have to work fast unless you buy a slow drying paint. oil has been used for years that's y its most trusted but acrylic is pretty damn awesome and still new to the art world I'm more of a acrylic person, as for canvas bored or stretched canvas it more of a personal thing similar to the paint you use, some canvas boards are not acid free but i did see some new boards gesso on wood try using illustration board.
i personally stick to stretched canvas. Cool

good work did you use a blending stump or the prismacolor blending pencil to get them smooth blends? and i think if you tossed a little more white highlights on the lip and mouth area it will give it more of a wet look. =D

JUST DO IT! i have a few paintings and drawings i just cant get to and i cant find motivation most of time but you got to bite your lip and do it. don't find time make time and look at some artwork from other artist to help motivate your work and try listening to some music, it always helps me and it's the same way for exercising.   Grin
