My first hoop was a cheap kids hoop, its not the best thing to learn on but its doable until you can buy or make something better.
The best way i have found to add weight to a cheap hoop is to add tape, duct tape is pretty good for this, you normally need 2 or 3 layers to make the hoop a reasonable weight (i will warn you though, duct tape is a pain in the butt to put on, worth it for the weight but a pain none the less lol) after you've layered up the duct tape you can then add any decorative tape.
Its also possible to take kids hoops apart before taping and connect 2 together, which will makes it possible for you to make a larger hoop.
