I am sooo glad you posted this!  I was wondering the same thing; two sundresses I've made have ended up HUGE even though I was cutting the patterns to my measurements.  I'm thinking that I need to cut them smaller than what my measurements are because the Finished Garment Measurements end up being much larger than what I normally wear.
