One of my friends had a bunch of steampunk-ish clock fabric that she wanted made into a skirt. We didn't have a pattern, so we freehanded this. We took some leftover lace and added a back panel that I have proceeded to call the "butt ruffle." I added a few extra layers of lace edging and put them along the bottom of the skirt to further accentuate the ruffle. Because we didn't have any fasteners, we wound up making an elastic waist, which made the skirt a little baggier than we might have hoped for, but overall, it's a pretty good first try.
