Hello craftster community! I'm a long time lurker who has followed many a tutorial and am now stepping into the great world of sewing! Yay!!

I've got the circle skirt down, as well as an obi belt pattern that I got from the simplicity website, and I saw this dress and just need some insight on how I might go about sewing the bust:

it seems to be bunches at the seam that's attached to the waist..

is there a particular way to do that? Is it cut specificly to be too big & then bunched together like that?

If this is your etsy store...I mean you no harm!! I just like that particular picture becasue it's so close up
