It looks like different size of rickrack tacked together. (Zig-zag stitch on a sewing machine could do that. Or for more drapy-ness, hand-sewn bar tacks.)
So pretty! And I think it would drape like giant lace -- which is sort of is.

Thanks! I will try that. I was also thinking about pinning it to a A-line pattern shaped pieces of water-soluble interfacing and then sewing it. I didn't actually "measure" everything, but I was thinking maybe the 1.25 rick rack and then something around 3/4 maybe?

I don't know anything more about the skirt than is shown in the picture. I'm personally going to use cotton rick rack with a plain cotton (cheap and easy to work with) underneath. (I think I might do blue and blue like in the picture, although I was thinking that a light brown/tan (like chestnut on the link above) would look nice with a light dusty roey pink underneath.
