Alright. Haha clearly, im not too good with directions o_O. Okay, so you have the skirt with the hole cut in the middle. It doesnt matter what side, unluess your using fabric with a wrong side and a right side (in that case, the band and circle with hole get sewn right sides togeather) it gets sewn onto the band. Get a long piece of fabric about 3 inches wide, and a few inches longer than your waist, and sew it onto the hole in the circle...like this : After you sewed it on, sew the band togeather, so the seams dont show when the skirt is on.
