It took me about 30-40 minutes to make. I'd been meaning to make it for a couple of months but I never had enough wrappers.
I originally used a buckle from a web belt but the tootsie roll belt was too thin, so I remembered these D-rings I had bought specifically for this occassion. I think they go a lot better and the belt actually stays on with them.

This is my first tutorial so I apologize in advance if anything gets lost in translation. If you have any questions, just ask.
*wrappers of some sort
*clear packing tape
*d-rings - optional
First, you need to figure out how many wrappers you're going to need. I took an existing belt and just put wrappers on it until it was covered. In my case, I used 19 wrappers on a 27 inch waist.
If you're going to use tootsie roll wrappers, you need to fold the white parts down and tape them shut with a piece of scotch tape.
There must be an easier way of doing the next part, but I took the clear packing tape and wrapped it around me to see how much I'd need and cut it. Then I laid it flat and stuck the wrappers towards the middle of it and lined them up. When you do this, make sure the writing on your wrappers are facing the same way.
Once that was done, I went down the line and folded the edges of the tape onto the wrappers. I then took another long piece of tape and cut it in half [length wise] to seal it down the middle. Cut off the edges at both ends and fold whatever's left over and seal that with scotch tape.Optiona
l: If you're going to use d-rings, take one end and fold one wrapper over to the back side to create a sort of loop. Put the d-rings in there and tape the loop down leaving about an inch of space for the d-rings to move around. [look at pictures for reference]
