I'll try to describe an idea, but bear with me. I work for a senior activity center, and we made flower angels/fairies out of a rounded clothespin, a flower petal section, and used leaves for the wings. The petals were used as the skirt, in one whole piece pulled down over the clothespin and glued a little to hold. The arms were pipecleaners, and the hair was raffia, but you could use yarn for that. The wings were a whole leaf section of two leaves that when you put them on the back of the doll, makes wings. There is a picture here of a type that is similar:
