Ok this is what I would do if you want to give making it yourself a shoot. first make a jersey boatneck tshirt or buy one. Then I would put that on a dress form and drape the chiffon over it and pin and sew it to the shirt. For the chiffon sleves I would make tubes and sew them to the edge of the shirt then I would sequin it. For the skirt having made chiffon tutus I would get about 10-20 yards of chiffon or tulle and sew it it in gathered layers not in 1 gathered layer otherwise it will be to bulky but in at least 2 or three layers you then use a black linning that is not gathered stich the layers together and sew it to the top or you can put a waist on it and keep it seprate. I am making my prom dress in a simmilar style skirt but with a more fitted bodice.

I just made this dress for a friend to model and I love the patch that I found so I made a dress based off it.

I did not know it was called Fort Matanzas. Is it the one in New Symrna.
I am doing 2-d design and creating a photo catolog of my work.

I made this dress for a friend of mine to model for my AP portfolio we shoot at the beach and an old abandoned fort. The straps are made of zippers and the dress is a knit fabric.

Those would be right for a white stripes concert if you like them. Otherwise a black dress would look nice a pop of color on the shoes is always a good idea.
