I don't know if you should bake play dough, but you can let it air dry.
I'm not sure how much it would crack and split though.  I'd test on something smaller before making a set of horns.

Thanks Diane Smiley  No armature used in the hat.  My 2 yr old daughter has been playing with them and so far they seem to be holding up fairly well.  I haven't decided what I want to use them for yet.  They might make cute earrings.

Edit:  My daughter broke one of the witch hats today.  They're not as strong as I was hoping Wink
