i agree with a couple of the previous suggestions.
1) public school art rooms. art programs are notoriously underfunded in most public school systems, so those art teachers will take what they can get.
2) petition your city council and/or county board to start a better recycling program. you may need to do a little research, because the first thing they will want is dollars and cents. do a search of other, similar size cities and their programs for comparison of cost and benefit.

there's a new supply store in green bay. it's called paper artists' connection, on s. ridge rd. i don't think she has a website up yet, but if you're in town check it out.
